Target:    any one player or mob         When:      non-combat
Delay:     one round                     Duration:  varies

Effect:    Adds to the hitroll and savespell modifiers for the
target.  Exceptional wisdom now confers a bonus to the
duration of this spell, and truly exceptional wisdom
may also confer an additional bonus to the target's hitroll.

Usage:     cast 'bless' <target>
